Former Dolton Police Chief Lewis Lacey pled guilty to personal bankruptcy fraud in court on Friday. The charges stem from lying about his income during bankruptcy proceedings.
Lacey was a key lieutenant during the reign of now former mayor Tiffany Henyard. Another of Henyard’s top aids, Keith Freeman, is facing similar charges.
The plea agreement requires that Lacey “provide complete and truthful information in any investigation… and any criminal, civil or administrative proceeding.”
Investigations stemming from activities during Henyard’s single term are reported to be ongoing. Alleged is massive misuse of taxpayer resources involving personal spending, contracts and land deals. Henyard has not been charged amidst the allegations.
As police chief, Lacey secured for Henyard a massive security detail which chauffeured her around town in a set of black SUVs that were more like a presidential motorcade. Reporting showed this cost residents as much a quarter of a million dollars annually in equipment and police over time pay.
